СМИ – единственный инструмент обмена информацией между обществом и властью
Анатолий Голубев: «В условиях отсутствия эффективного информационного обмена между органами государственной власти и обществом, когда поступающая и власти, и обществу информация о происходящем в стране неоднозначна, обрывочна, а часто и просто недостоверна, когда действительно важные данные теряются в мощном потоке бессмысленного и бесполезного информационного шума, в условиях целенаправленного манипулирования общественным мнением ни о каком общественном контроле, а значит, и о реальной борьбе с коррупцией и речи быть не может».

За несколько лет работы Комитета к нам поступило более 80 тыс. обращений – граждане звонили на «горячую линию», присылали письма, приезжали сами. В абсолютном большинстве таких случаев, как становилось понятным из прилагаемых документов, вопросы, поставленные в обращениях граждан, не только можно, но и нужно было решить на месте. Однако, соответствующие должностные лица на местах, чаще всего, даже не желали вникнуть в существо дела, в лучшем случае отделываясь формальными отписками.
Activity
The Inter-regional non-governmental organization The Committee for Fighting Corruption was founded in December 2005 on the initiative of the citizens of Russia.
Our main activities are focused on:
- consolidation of civil society forces and mass media in order to eradicate the causes and conditions engendering corruption;
- formation of mass anticorruption consciousness;
- creation of the effective system of public anticorruption control;
- assistance to the authorized state structures in their fight against corruption and related crimes;
- building of public confidence in the bodies of state power.
Since its foundation our organization has carried out the following activities:
- The All-Russia contest Mass Media against Crime, Terrorism and Corruption was set up jointly with The Journalists’ Union of Russia with the assistance of The Federation Council Committee on Judicial and Legal Affairs and the press service of the Federation Council. The contest is held annually. By now over 300 journalists from central and regional media have received awards.
- A hot-line has been opened for reporting facts of corruption and other criminal acts. More then 70,000 of reports have been received; about 56,000 have been offered practical assistance.
- The weekly live radio broadcast Private Opinion. Anticorruption was set up as a joint project with Radio Russia. Members of upper and lower chambers of the Russian parliament, members of The Civic Chamber of the Russian Federation, representatives of state executive bodies, businessmen and experts have participated in this broadcast over the year. The radio programme was awarded with the diploma of The Journalists’ Union of Russia.
- Many TV broadcasts based on our information were aired on Russia television channel and evoked wide public response.
- An agreement between the Committee and WEMO Technological Institute of Energetic Surveys, Diagnostic and Nondestructive Testing was signed in December 2006. Over 30 gratuitous expert examinations were done in the construction sector, land property, housing and communal services. The activities under the agreement have nonprofit nature and are aimed at suppression of corruption, implementation of priority national programs and improvement of living standards of Russian people.
- An agreement for cooperation in opposing corruption in Moscow executive bodies and municipal structures was signed in with the Economic Security Department of the Moscow government in January 2007. Practical assistance has been rendered to over 10 thousand petitioners.
- The Department of Independent Anticorruption Survey of bills has been formed within the Committee. It has worked out and introduced methods for the survey of bills. Over 30 legal acts were surveyed at the instance of central and local executive and legislative authorities.
- The Expert Board for the Protection of Property and for combating corruption was formed jointly with The State Duma under its Committee on Economic Policy and Entrepreneurship. Experts, journalists, members of law-enforcement agencies are involved in the work of The Board. Over assignments from The Committee on Economic Policy and Entrepreneurship have been performed.
- In order to arrange effective interaction with the most competent international anticorruption institutions The Committee for Fighting Corruption signed in November 2008 a cooperation agreement with the Moscow branch of the Russian section of the International Police Association. The aim is to adapt in Russia positive international anticorruption experience.
- The Committee jointly with The Moscow Institute of State and Corporate Management (MISCM) has worked out and introduced a special educational course Fighting Corruption as a System of Social Relations. This elective 36-hour class was successfully tested in MISCM and the interest displayed by the students shows that such a course may be integrated in the programs of many educational institutions.
- The Committee complies “corruption ratings” of Russian regions and sectors, a kind of a “corruption map”.This work is designed to bring out the factors that may lead to corrupt decisions and activities in different regions and spheres of life of the country and negatively affect the investment process.
- The Committee issues Anticorrupcioner (The Anticorruptionist) magazine. It is the only magazine in the world that entirely concentrates on the fighting and prevention of corruption.
- At present The Committee is setting up its own TV studio.
